Summary of National Child Protection Plan and Initiatives in Algeria

Meriem Cherfi, the National Delegate for Child Protection in Algeria, recently announced that the National Plan for Children (2025/2030) is in its final stages of development. This plan, created by the National Body for the Protection and Promotion of Children (ONPPE) in partnership with the National Economic, Social, and Environmental Council (CNESE) and relevant sectors, aims to enhance all aspects of child protection and promotion.

Cherfi emphasized the plan’s comprehensive nature, which aligns with sustainable development goals, and noted that its formulation has been entrusted to a commission formed at the end of 2023. This commission comprises representatives from various ministries, security bodies, NGOs focused on child welfare, and experts. Their objective is to outline strategic initiatives that prioritize optimal care for children while supporting the national development agenda led by President Abdelmadjid Tebboune.

In her address to the APS, Cherfi highlighted the significant improvements in Algeria’s legislative and institutional frameworks regarding child protection, mentioning the constitutional provisions established in 2020 that prioritize the "supreme interest of the child." These measures reinforce children’s rights and emphasize the family as the primary environment for their development.

Additionally, regional meetings on children have been recently held in preparation for national discussions scheduled before the end of the year, resulting in several key recommendations for the forthcoming National Child Plan. Algeria’s commitment to children’s rights is further underscored by its ratification of international conventions, ensuring access to free education, healthcare, and psychological support services.

Cherfi also addressed the impacts of modern technology on children’s health, revealing plans for a new monitoring cell to ensure safe internet use for minors. This initiative aims to identify any violations of children’s rights swiftly and assess child-focused content for safety. The legal framework for this monitoring cell is currently under development, revising the executive decree that governs the ONPPE.

Moreover, the ONPPE has established support systems for immediate response to public concerns about child welfare, such as a dedicated hotline (11-11) to report rights violations. Cherfi stressed the vital role of civil society in advocating for and promoting children’s rights, urging collective and sustained efforts to enhance programs that benefit children across all sectors.

In summary, Algeria is taking comprehensive steps to strengthen its child protection framework, recognizing children’s rights as fundamental and placing emphasis on collaborative efforts from the government and civil society to ensure their well-being and development.
