Creation of the Arab-Latino-American Space: Key Developments in Algeria
On Monday in Algiers, a pivotal declaration was signed to establish the Arab-Latino-American space, an initiative forged between the Arab Inter-Parliamentary Union (UIPA) and the Parliament of Latin America and the Caribbean (Parlatino). The signing ceremony featured significant figures, including UIPA President Brahim Boughali, who is also the President of the People’s National Assembly (APN), and Rolando Patricio Gonzalez, the President of Parlatino.
The event was attended by various dignitaries, including Guillermo Daniel Ortega, Vice President of the Central American Parliament (PARLACEN), along with accompanying delegates, the Secretary-General of the Parliamentary Union of the Organization of Islamic Cooperation (OIC), Mouhamed Khouraichi Niass, and ambassadors from Arab and Latin American countries accredited to Algeria. Representatives from Algeria’s Ministry of Foreign Affairs, as well as those engaged with the national community abroad and African affairs, also participated in this historic moment.
In his opening remarks, Boughali emphasized that the establishment of this space marks a promising step toward creating a permanent framework for consultation and coordination between Arab countries and those in Latin America. He articulated the intent to address political, economic, cultural, and parliamentary domains, all aimed at serving the mutual interests of the peoples of both regions. This initiative is seen as an essential response to shared challenges, advocating for equitable development and reinforcing values of peace, justice, and human dignity.
Boughali expressed hope for the success of this collaborative venture, underscoring its potential to achieve the supreme goals for which it was created, fostering deeper development and solidarity within the partnership.
Conversely, Rolando Patricio Gonzalez reiterated Parlatino’s commitment to enhancing relations with other global regions, especially with the Arab world. He championed the notion of establishing a platform for dialogue and consultation among parliamentarians from diverse regions. Gonzalez emphasized the necessity for collective efforts to tackle global issues—be they political, economic, or environmental—highlighting the importance of cooperation in building a just and peaceful future.
He took this opportunity to thank Algeria for hosting the event, acknowledging the significance of common action in advancing mutual interests and addressing vulnerabilities.
It’s noteworthy that Gonzalez had previously participated as an observer in the 38th Congress of the UIPA, demonstrating ongoing engagements between the two organizations.
