On Thursday in Algiers, Kamel Baddari, the Minister of Higher Education and Scientific Research, announced a significant modernization initiative for Algerian universities. This initiative includes practical measures aimed at enhancing teacher training and promoting university facilities.

During a session at the People’s National Assembly, Baddari emphasized the ministry’s commitment to improving the quality of university services, with a particular focus on digital transformation. Since 2022, the ministry has been working on strengthening security in university residences by installing 7,082 surveillance cameras across 421 dormitories and implementing digital access control systems.

In terms of accommodation, a renovation program was launched for 2023, allocating 3 billion DZD for the improvement of 45 residences across 31 provinces. Furthermore, another plan worth 4 billion DZD is set for 2024, targeting the enhancement of 34 residences in 24 provinces and the creation of 73,000 beds.

Regarding food services, Baddari stated that improvements have been made through 514 university cafeterias, serving approximately 365,000 meals daily as of January statistics. The ministry has also introduced an electronic ticketing system to facilitate payment.

On the topic of transportation, Baddari highlighted the introduction of the "Hafilati" app, which helps students track bus routes and enhances transportation accessibility. Access to tram and metro services has also expanded for students in seven provinces, along with train services in six provinces.

Finally, addressing the recruitment of university instructors with Master’s degrees, Baddari clarified that new regulations restrict the hiring of assistant professors to those holding a doctorate or an equivalent degree. Previous allowances for Master’s degree holders were transitional; new regulatory texts enable those with at least a "Fairly Good" grade to enroll directly in doctoral programs.

In summary, the Algerian government is actively modernizing higher education through improved security, accommodation, dining, and transportation services, while also reforming recruitment standards for academic staff.
