On Tuesday, Soraya Mouloudji, Algeria’s Minister of National Solidarity, Family, and Women’s Affairs, presided over a ceremony to commemorate the Arab Week of the Deaf at the Higher School for Teachers of the Hearing Impaired in Béni Messous, a suburb of Algiers.
During her speech, Minister Mouloudji emphasized the significance of this event as a platform to highlight the country’s commitment to the protection and promotion of people with special needs, particularly those with hearing disabilities. She noted that the national solidarity sector has adopted a « participatory national policy, » which stems from the program of President Abdelmadjid Tebboune, who has a particular focus on this demographic.
To ensure that deaf individuals have the right to education and training, various measures have been implemented to facilitate their enrollment in specialized educational institutions under the national solidarity sector, enabling them to do so in the best conditions. Mouloudji outlined the human and material resources mobilized, including adapted educational programs, specialized equipment, and supportive services that include healthcare, psychological support, educational, and pedagogical assistance targeted at this community.
She highlighted that the national solidarity sector manages an extensive institutional network dedicated to specialized education and teaching, composed of 239 institutions and 19 branches, supported by a multidisciplinary team. This network includes 46 schools specifically for children with hearing impairments, aiding 3,628 children and providing psychological, educational, and pedagogical support from the age of three.
The minister reiterated the necessity for all stakeholders to intensify their efforts to ensure optimal care for individuals with special needs, particularly those who are hearing impaired. She stressed the importance of integrating these individuals effectively into all aspects of life so that they can contribute fully to societal development.
Fethi Zegaar, the director of the Higher School for Teachers of the Hearing Impaired, spoke about the significance of the Arab Week of the Deaf as an opportunity to reaffirm the commitment to supporting individuals with disabilities, particularly those with hearing impairments. He emphasized the continued efforts to guarantee this community’s rights, especially regarding education, social integration, and active participation in development.
During her visit to the Higher School for Teachers of the Hearing Impaired, Minister Mouloudji toured various departments and inquired about the available pedagogical technologies and resources. Her visit also included stops at the Intensive Language Teaching Center and the Entrepreneurship Training Center located within the school, which are part of the broader educational framework aimed at empowering the deaf community.
In summary, the ceremony led by Minister Soraya Mouloudji illustrates Algeria’s commitment to enhancing the lives of individuals with hearing impairments through dedicated policies, educational resources, and community integration efforts. By fostering an inclusive educational environment and addressing the specific needs of this demographic, the Algerian government aims to ensure that those with hearing disabilities can participate fully in society and contribute to its development.
