Role of Civil Society in Algeria Amidst National Challenges: Insights from Ibtissem Hamlaoui

On a recent forum held by the Algerian radio in Algiers, Ibtissem Hamlaoui, the president of the National Observatory of Civil Society (ONSC), highlighted the critical role of civil society in addressing the various challenges that Algeria currently faces. She emphasized the necessity of public engagement and the importance of civil society as an essential component in raising awareness among citizens regarding their roles within the community.

Hamlaoui stated that, in light of the global challenges, civil society’s contributions are indispensable in navigating the complexities confronting the nation. The ONSC serves as a foundational pillar dedicated to sensitizing all stakeholders and citizens about their societal responsibilities. This includes fostering communication between the ONSC and various civil society actors through digital platforms that facilitate discussions and evaluations of their activities.

In her remarks, Hamlaoui explained that the ONSC has developed a strategy centered on open discussions with civil society members and the collection of their inputs. This strategy comprises the establishment of digital communication channels for associations at all levels, as well as the creation of delegations and specialized commissions tasked with engaging in dialogue with these organizations, gathering their proposals, and presenting them to national authorities.

Furthermore, she noted the ONSC’s efforts in conducting regional meetings, which have so far taken place in four provinces: Blida, Khenchela, Constantine, and Djanet. These meetings aim to raise awareness among citizens and civil society entities about the pressing challenges the country faces.

Addressing the matter of association laws, Hamlaoui urged for revisions to ensure that associations operate with efficiency and transparency, particularly in their fundraising and financial practices. She underscored the need for providing protection and training to these organizations to enhance their operational capabilities.

Regarding the pervasive issue of drug abuse, which she described as a global challenge that disproportionately affects youth, Hamlaoui revealed that the ONSC has adopted a national strategy to combat this crisis. The strategy involves collaboration with student organizations, neighborhood associations, and women’s groups to launch awareness campaigns about the dangers of drug use. Additionally, the ONSC aims to revive summer universities as platforms for dialogue and coordination among various civil society actors.
