On Tuesday in Oran, Karim Khalfane, the interim president of the National Independent Authority for Elections (ANIE), emphasized the strategic role of universities in promoting a culture of citizenship and civic engagement. Speaking at the opening of a regional conference titled "Electoral Justice," co-organized by the Western Regional Conference of Universities (CRUO) and the Faculty of Law and Political Science at the University of Oran 2 "Mohamed Benahmed," Khalfane highlighted the importance of university partnerships in the electoral process.

Khalfane stressed that students represent the future elite and essential participants in fostering democratic practices and awareness. This partnership aligns with the ANIE’s mission as outlined in the modified electoral law enacted by Ordinance No. 21-101 on March 10, 2021. He quoted the law’s first article, which focuses on embedding democracy, political alternation, and the moralization of political life while ensuring effective participation from citizens, particularly youth and women.

He also referred to Article 10, which mandates the ANIE to promote electoral culture and continuously improve the electoral process. The importance of collaboration with research institutions and universities was emphasized, establishing a framework for mutual benefit and advancement in the field of electoral studies.

Pr. Ahmed Chaalal, president of CRUO and rector of the University of Oran 2, acknowledged that "electoral justice" is a critical theme and represents an initial step towards scientific cooperation between the academic sector and ANIE. This collaboration aims to leverage the academic expertise for a more effective electoral system.

Lâaria Boulerbah, another member of the ANIE, noted that electoral justice is contingent on a fair electoral system that operates efficiently, emphasizing the ANIE’s commitment to managing the electoral process effectively to ensure fairness and equality among candidates.

During the conference, a cooperation agreement was signed between the CRUO and ANIE. This agreement aims to renew collaboration and enhance awareness of electoral rights, fairness, and transparency among citizens.

The discussions and agreements made at this conference reflect a mutual understanding of the importance of academic institutions in shaping democratic practices and promoting active citizenry in Algeria’s electoral framework. By working together, the ANIE and universities aim to create a more informed and engaged electorate.
