In a speech delivered by Aissa Bouragba, a member of the Council of the Nation, President Nasri praised Laggoune’s remarkable qualities, referring to him as "a luminary in the fields of knowledge, law, and administration in Algeria." He highlighted Laggoune’s intellectual legacy, noting that he provided invaluable contributions to legal scholarship.

Nasri reminisced about Laggoune’s distinguished career, emphasizing his reputation as a reliable source in legal sciences, particularly in constitutional law. This expertise made him a pivotal figure for researchers, students, and legislators engaging with national and international legal issues.

Recognition and Impact

Nasri emphasized that Laggoune’s appointment as a member of the Council of the Nation, through a presidential third, signified President Abdelmadjid Tebboune’s recognition of Laggoune’s high competencies and the substantial value he added to parliamentary operations and the national legislative framework. Laggoune was actively involved in various working groups analyzing significant legislative projects related to communes, states, political parties, and civil organizations. His expertise was instrumental in revising the Council’s internal regulations.

The president concluded his address by remarking on the poignant timing of Laggoune’s passing, stating that he died while Algeria was reaping the benefits of the reforms he had helped initiate, notably as the rapporteur of the committee responsible for drafting the revised Constitution of November 1, 2020.

Abdelmalik Mezhouda, the director of ENA, elaborated on Laggoune’s academic journey, underscoring his extensive legal knowledge that facilitated his involvement in governmental reform commissions since the 1990s across various sectors, including justice and education.

The ceremony was also attended by Salah Goudjil, the former president of the Council of the Nation, who contributed to the heartfelt tributes. Professors from the Faculty of Law shared personal anecdotes and reflections on Laggoune’s dedication to science and his country.

The event commenced with the naming of the ENA’s Center for Documentation, Research, and Expertise in honor of Professor Walid Laggoune.
