Summary of the Presidential Decree on the Algerian Authority for the Regulation of Written and Electronic Press
Background
On May 1, 2025, a presidential decree outlining the status and remuneration framework for the President, members, and Secretary-General of the Algerian Authority for the Regulation of Written and Electronic Press was published in the latest edition of the Official Journal.
Roles and Responsibilities
The decree specifies several critical roles for the leadership of the Authority:
-
President’s Responsibilities: The President is responsible for ensuring the effective operation and representation of the Authority. They must chair meetings and deliberations of the Authority’s council, with provisions for delegating this responsibility to other members if necessary.
-
Authority’s Representation: No member is allowed to act on behalf of the Authority without a formal mandate from the President.
- Obligations: Both the President and the members are required to maintain confidentiality, ensuring their conduct does not compromise the Authority’s independence and neutrality. They must refrain from using their positions for personal gain.
Protection Measures
The State guarantees that the President and members of the Authority will be protected against any threats, aggression, defamation, or pressure they might face during their tenure. Additionally, upon appointment and throughout their term, they are placed in a status of detachment or temporary suspension from their prior employment, regardless of their legal status.
Secretary-General’s Role
The Secretary-General participates in the Authority’s council meetings but does not possess voting rights. They are responsible for record-keeping during meetings and oversee the administrative and technical services under the President’s authority.
This framework aims to uphold the integrity and professionalism of the Authority in regulating the press in Algeria, ensuring that its functions remain free from external interference.
