Summary of Algerian Legislative Developments

On Thursday, Azouz Nasri, the President of the Council of the Nation, expressed strong support for the policies implemented by President Abdelmadjid Tebboune, aimed at establishing the rule of law in a "new and victorious Algeria." This statement was made during a plenary session focused on the adoption of two important organic laws concerning the jurisdiction, organization, and operations of the conflict tribunal, as well as measures for preventing and combating drug trafficking and abuse of psychotropic substances.

Nasri emphasized that the promotion of a legal state is rooted in the Constitution of November 1, 2020, which aims to ensure legal security in the nation. He pointed out that the legislative amendments concerning the conflict tribunal are aligned with this constitutional framework, designed to guarantee access to rights and freedoms for all citizens.

Moreover, the law aimed at preventing drug abuse is a tangible result of President Tebboune’s initiatives. It enhances the legal arsenal for combating drug-related issues and includes educational programs to raise awareness about drug dangers, as well as rehabilitation programs for addicts. Nasri highlighted the crucial role of family, education, and psychological support in preventing substance abuse, recognizing their significance in family dynamics and local communities.

In his closing remarks, Nasri acknowledged the diligent efforts of the National People’s Army (ANP) and security forces in combating drug trafficking and safeguarding the nation and its citizens.

Justice Minister Lotfi Boudjemaa underscored the significance of adopting the law related to the organization and competence of the conflict tribunal, which aims to improve tribunal efficiency. He noted that the new provisions will simplify procedures for litigants, allowing them to initiate lawsuits electronically, thereby reducing the need for physical presence. This move is in line with President Tebboune’s directives to leverage digitization across various sectors.

Regarding drug prevention, Boudjemaa stated that the law adopts a comprehensive approach, combining preventive, curative, and punitive measures, laying out a multidimensional legal framework to address drug-related crimes effectively.

The voting session for both legislative projects took place in the presence of Kaouter Krikou, the Minister of Relations with Parliament, signaling a concerted governmental effort to address pressing legal challenges and enhance public safety in Algeria.

This latest legislative movement illustrates the government’s commitment to fostering a rule of law environment alongside the protection of citizens’ rights and freedoms, while also taking proactive steps to combat the pervasive drug crisis.
