Summary of Recent Regulations for Vehicle Registration in Algeria

The Algerian Ministry of Interior, Local Authorities, and Territorial Planning has issued a notification urging owners of imported vehicles aged under three years to initiate their vehicle registration process at their local municipal services. This step is in compliance with Executive Decree 23-74, issued on February 20, 2023, which outlines the necessary conditions and procedures for the clearance and compliance checking of used vehicles acquired by residents.

Key Dates for Vehicle Registration

Starting from May 12, 2025, owners of vehicles cleared between the decree’s publication and December 31, 2024, will need to register their vehicles. For vehicles cleared after January 1, 2025, registration must be completed by June 22, 2025. Vehicle owners who have yet to formalize their registration are strongly encouraged to act promptly.

Required Documentation

To successfully register their vehicles, owners must submit a complete regulatory file. This file should include the original foreign vehicle registration certificate or an equivalent document, the original customs clearance certificate (Model 846), and the original customs declaration related to the vehicle’s clearance.

Additionally, the file must provide the original compliance control report from the relevant mining authority, a copy of the purchase invoice or sales contract, proof of residency for Algerian citizens, and the proper tax stamp.

Identification Requirements

Individuals must present their biometric national identity card to facilitate the electronic download of their identity data. Notably, applicants are exempt from submitting the registration request form, as this will be automatically generated by the national vehicle registration information system.

For foreign nationals residing in Algeria, the required documentation must also include a valid passport, a birth certificate, and proof of residence issued by relevant national security services. Alternatively, foreign residents may present a valid foreign resident card.

Conclusion

The Ministry’s initiative aims to streamline the vehicle registration process, ensuring compliance with new regulations while simplifying the documentation necessary for individuals. Vehicle owners must act promptly to avoid delays and ensure they meet the registration deadlines set forth in the new decree.
