Lancement du service e-paiement des cotisations sociales au profit de la communauté nationale à l’étranger
On Tuesday, the National Social Insurance Fund for Wage Earners (CNAS) and the Local Development Bank (BDL) signed a partnership agreement to launch an e-payment service for social contributions aimed at the national community residing abroad. This agreement was signed by CNAS Director General Nadir Kouadria and interim BDL Director General Mohamed Mebarek, in alignment with the voluntary affiliation system to the national social security and retirement system.
The signing ceremony was attended by several dignitaries including the Minister of Labor, Employment, and Social Security Fayçal Bentaleb, Minister for Digital Transformation Meriem Benmouloud, and State Secretary Sofiane Chaib, who is responsible for the national community abroad. Bentaleb emphasized that this partnership fulfills the commitments of President Abdelmadjid Tebboune to safeguard the expatriate community and bolster their involvement in national development through modernization and digitization in administrative services.
This initiative reflects the state’s dedication to strengthening ties between its institutions and the diaspora by offering secure and efficient digital payment solutions, thus simplifying procedures and minimizing the need for travel to relevant services in their host countries. The e-payment platform aims to enhance transaction transparency and broaden the base of affiliates in the national retirement system.
Furthermore, Bentaleb mentioned that this service addresses the demands of the national community abroad, enabling them to remit social security contributions anytime, anywhere using an international VISA debit card. He explained that voluntary affiliation is governed by Executive Decree 22-351 dated October 18, 2022, and an inter-ministerial decision from January 5, 2023, allowing expatriates to access social coverage in Algeria, including health and maternity insurance benefits via the Chifa card, along with retirement benefits.
To facilitate this, CNAS has established a platform for individuals to submit their affiliation requests and necessary documentation, making the process more accessible. Sofiane Chaib reinforced the significance of this initiative as part of ongoing tangible efforts directed at the expatriate community over recent years under the guidance of high governmental authorities.
He stated that this new step exemplifies the government’s commitment to addressing community needs efficiently and actively seeks to provide solutions to their concerns. This initiative not only highlights a clear vision for involving the diaspora in various public policies, particularly those related to social security and retirement, but also represents a broader commitment to modernize service delivery.
