Summary of Recent Developments in Algeria’s Water Sector

On Sunday, the Algerian Water Company (ADE) launched the latest version of its mobile application, "MiyahiMob," enhancing customer service by allowing users to receive and pay bills electronically. This initiative aligns with ADE’s ongoing digital transformation efforts, showcasing a commitment to improving service quality.

The announcement was made at the opening of the 20th International Water Equipment, Technology, and Services Fair (SIEE Pollutec2025), held from May 18-20 at the Palais des Expositions. This event was inaugurated by Mr. Taha Derbal, the Minister of Hydraulic Resources, alongside Nadjiba Djilali, the Minister of Environment and Quality of Life.

Salah Eddine Cheriet, ADE’s director for customer relations and communications, explained that this upgraded app would enable the company to maintain its customer database more effectively. The new features include the ability for clients to create personal accounts, access historical bills, request statements via email, simulate future bills, pay online, file complaints, and locate commercial agencies.

In addition to the app, ADE has started issuing water and sanitation bills in Arabic, with plans for widespread implementation by the end of the current or the following quarter, aimed at better engaging with customers.

Water Resource Management Initiatives

Meanwhile, the National Agency for Hydraulic Resources (ANRH) reported processing approximately 162,000 well drilling permit applications from 2021 to April 2025. Out of these, 75% were approved; the remainder were rejected due to insufficient water resources, proximity to protected areas, or incomplete applications.

In 2025, ANRH initiated studies to protect cities from flooding. This includes 14 new studies, complementing 16 already undertaken in various provinces like Annaba and Sidi Bel Abbès, to be incorporated into urban planning. Furthermore, preliminary studies have been launched for a significant water transfer project from Adrar to Timimoun and the Gara Djebilet mine, spanning about 1,300 kilometers, alongside a 600-kilometer pipeline network for collecting well water.

Minister Derbal reiterated that the President has ordered a strategic study for a south-south water transfer to ensure sustainable water security in the region. He highlighted the necessity of optimizing water resources management in the south, aimed at supporting comprehensive national development.

Agricultural and Environmental Initiatives

Nadjiba Djilali, while listening to a presentation from the National Irrigation and Drainage Office (ONID), mentioned her department’s efforts, in coordination with the Ministry of Hydraulic Resources, to finalize regulatory texts for the reuse of sludge from wastewater treatment plants as agricultural fertilizer, pending toxicity analysis.

Currently categorized as hazardous waste, these sludges may be reclassified based on analysis results, allowing for their safe use in agriculture if deemed non-toxic.

Additionally, Mouloud Hachelaf from the Algerian Energy Company (AEC) announced advanced studies in collaboration with international partners on locally producing semi-permeable membranes vital for desalination plants. This initiative is part of broader efforts to enhance local desalination capacity and improve water security.

Future water projects are expected to incorporate 35% renewable energy, helping to lower energy costs associated with water production.
