Summary of the National Digital Transformation Strategy Presentation in Algeria
On Monday, in Algiers, Minister of Digitalization Meriem Benmouloud led the presentation of Algeria’s National Digital Transformation Strategy (SNTN). This document represents the first national framework designed to guide the country’s digital transition.
The event, held under the patronage of President Abdelmadjid Tebboune, was themed "Towards a Digital Algeria 2030." Benmouloud emphasized the significant importance the President places on digitalization, which reflects the strong political will to achieve a comprehensive digital transition in Algeria. She explained that the SNTN is among the strategic initiatives undertaken since the establishment of the High Commission for Digitalization, marking it as the initial national framework for this transformation process.
Benmouloud highlighted that the foundation of Algeria’s digital transition relies on a holistic participatory approach, engaging various ministries, experts, and economic stakeholders in the digitization process. The strategy aims to enhance citizen welfare and institutional effectiveness by streamlining operations, ensuring high-quality connectivity, providing easily accessible public services, and fostering a wealth-creating digital economy.
The strategy is structured around five key pillars:
- Basic Infrastructure
- Human Resources, Training, Research, and Development
- Digital Governance
- Digital Economy
- Digital Society
These pillars aim to achieve objectives that promote transparency, effective management, and sustainable socioeconomic development.
Additionally, the strategy encompasses two essential foundations. The first pertains to the legal and regulatory framework overseeing the digital domain; Benmouloud announced that the High Commission is currently drafting legislation on digitalization. The second foundation focuses on cybersecurity, emphasizing the protection of data and systems against cyber threats.
The information session was attended by government members and representatives from official bodies, highlighting the collaborative effort required for the successful implementation of the SNTN.
