Context and Framework

The discussion centers on financing mechanisms for AUSSOM, following the approval of UN resolution 2767 on December 27, 2024. This resolution endorsed the African Union Peace and Security Council’s (AUPSC) decision to transition from the African Union Transition Mission in Somalia (ATMIS) to AUSSOM. Members of the African Union (AU) were authorized to undertake necessary actions to support this transition for an initial period of 12 months, starting January 1.

Additionally, the resolution instructed the UN Secretary-General to implement a funding framework established by resolution 2719 from December 21, 2023. This framework allows UN statutory contributions to cover up to 75% of AUSSOM’s budget, contingent upon the Security Council’s confirmation of this funding request by May 15.

Financial Challenges

The discussions highlighted a critical point regarding AUSSOM’s financial situation. The mission faces significant funding shortages amid an evolving security landscape, particularly with the terrorist group Al-Shabaab posing a continual threat to Somalia and the surrounding region.

A report from the Secretary-General dated May 7 indicated that AUSSOM had only received limited financial contributions thus far. The uncertainty surrounding its funding mechanisms, compounded by a generally challenging financial context, has hampered efforts to secure additional support for the mission.
