Summary of Developments in Water Management in Algeria

On Saturday in Algiers, the Algerian Water Company (ADE) signed five significant agreements with various national institutions aimed at enhancing water service management and improving institutional performance. The event took place at the National Army Circle, attended by Taha Derbal, Minister of Water Resources, and Abdelkrim Bouzred, Minister of Finance.

Key Agreements

  1. Digital Payment Systems:
The first agreement with the Agricultural and Rural Development Bank (BADR) enables ADE customers to pay their bills electronically through the "MyBADR" application. This initiative is part of ADE’s digitalization efforts that aim to streamline customer service.

  2. Digital Solutions Collaboration:
A cooperation agreement with "Optimum Télécom – Algérie" (Djezzy) focuses on developing integrated digital solutions and sharing technologies that support ADE’s digital transition.

  3. Academic Collaboration:
To bolster scientific and academic cooperation, ADE signed a framework agreement with the University of Science and Technology Houari-Boumediene (USTHB). This partnership aims to promote research and development projects related to water resource management.

  4. Housing and Water Management:
An agreement with the National Agency for Housing Improvement and Development (AADL) seeks to optimize water distribution management in AADL housing complexes by transferring management responsibilities to the ADE. The initial step will involve an evaluation of hydraulic structures in these neighborhoods, paving the way for future management transfer agreements.

  5. Startup Collaboration:
An experimental agreement with the startup "Smart Solution and Innovation" will introduce new payment methods for bill settlement through digital sales points, utilizing the startup’s developed application as part of expanding collection channels.

Government Officials’ Remarks

Minister Taha Derbal emphasized that these agreements are key to modernizing public water service and highlighted the importance of leveraging modern technologies to meet development demands in this sector. He noted that Algeria’s digital transition requires the enhancement of electronic payment systems and overall commercial relationships between customers and ADE.

Minister Abdelkrim Bouzred reiterated his department’s support for the water sector, particularly in advancing potable water management through the widespread adoption of electronic payment methods.

ADE’s General Director, Mustapha Rekik, stated that these agreements mark a new phase in institutional cooperation, aligning with the company’s strategy of openness over recent years and the implementation of public policies focused on digitization and transparency.

Overall, these initiatives reflect a concerted effort by ADE and associated entities to modernize Algeria’s water management systems while improving service delivery through technology and collaboration.
