Election of Azzouz Nasri as New President of the Council of the Nation in Algeria

On Monday, Azzouz Nasri was elected as the new president of Algeria’s Council of the Nation during a plenary session that also marked the installation of new council members. This event is part of the systematic renewal of half of the council’s membership scheduled for 2025.

Presided over by Hamma Chouchane, the oldest member, the session began with the roll call of new members, followed by the election of a 20-member commission responsible for validating the mandates in accordance with the internal regulations of the Council of the Nation. Subsequently, the election process for the president commenced.

According to Article 122 of the Algerian Constitution, the mandate for the Council of the Nation lasts six years, with half of the membership renewed every three years. This latest renewal results from the March 9 elections, whose results were validated by the Constitutional Court on March 13.

Azzouz Nasri, the candidate from the presidential third-party group, received unanimous approval from all parliamentary groups represented. Previously, Nasri served as the first President of the Supreme Court and was a member of the Constitutional Council, having been named to the presidential third-party group in 2022.

His election is in line with Article 134 of the Constitution, which stipulates that the president of the Council of the Nation is to be elected after each partial renewal, provided that the conditions of Article 87 of the Constitution are met.

In his acceptance speech, Nasri expressed profound gratitude to President Abdelmadjid Tebboune for his unwavering commitment to enhancing the legislative power in Algeria’s governance structure. He emphasized the crucial role that the legislative branch plays in establishing the rule of law and fostering democratic practices.

Nasri also recognized Tebboune’s focused efforts on strengthening parliamentary institutions. He noted this reflects the President’s belief in maintaining institutional balance and his genuine political will to rejuvenate the legislative authority. He aspires to elevate its role within the State’s institutional framework and promote responsible democratic alternation.

In his speech, Nasri committed to being a unifying president for all council members, regardless of political allegiance or parliamentary affiliation, in order to fortify the democratic and pluralistic nature of the Council.

This summary captures the key points of the event where Azzouz Nasri was elected as the president of the Council of the Nation, detailing the process of the election, his background, the constitutional framework governing his election, and his vision for inclusivity and democracy within the council.
