Summary of the Budget Settlement Law Presentation in Algeria

Context and Introduction
On Monday, Finance Minister Abdelkrim Bouzred presented the budget settlement law for the fiscal year 2022 during a plenary session at the National People’s Assembly (APN). The session was chaired by Mr. Brahim Boughali with the attendance of Kaouter Krikou, the Minister of Relations with Parliament.

Financial Overview
In his presentation, Minister Bouzred outlined key financial figures for 2022:

  • Budget Revenues: The total revenues reached 7,244 billion Algerian Dinars (DA).
  • Budget Expenditures: The expenditures executed were 10,494 billion DA. This included:
    • Operational Expenses: 7,443 billion DA.
    • Capital Expenditures: 3,050 billion DA.

Treasury Accounts
By the end of 2022, special Treasury accounts recorded a positive balance of 2,169 billion DA, a significant increase from the previous year’s positive balance of 477 billion DA. This growth signals a major improvement in the liquidity of the public Treasury, according to the Minister.

Economic Performance
Minister Bouzred also reported on economic performance, highlighting:

  • Exports: Algeria’s exports reached 65.7 billion USD, up from 38.6 billion USD in 2021, marking an increase of 27.1 billion USD. Notably, hydrocarbon exports rose by 25.6 billion USD to 59.7 billion USD, recovering to levels seen before the decline in oil prices in 2014.
  • Trade Balance: The trade surplus was estimated at 26.8 billion USD, representing 11.5% of the country’s GDP.

Importance of the Law
The proposed budget settlement law is described as a crucial tool for verifying the alignment between budget forecasts outlined in financial laws and actual results. It serves as a benchmark for evaluating the implementation of budgetary procedures.

Parliamentary Feedback
Lawmakers emphasized that the discussion surrounding this budget settlement bill is essential for strengthening the oversight of public finance management. They highlighted the need to enhance tax collection efforts and to redirect expenditures toward strategic goals, including:

  • The advancement of the digital sector.
  • The establishment of effective mechanisms for executing budget credits.
  • Strengthening the social dimension of public policies.

Conclusion

The presentation of the budget settlement law reveals significant fiscal activity in Algeria during 2022, characterized by increased revenues, improved treasury liquidity, and a strong trade surplus. It also illustrates the government’s focus on strategic expenditure and the importance of effective public financial management.
