In Algeria, the Directorate General of National Domain, led by Abderrahmane Kheddi, announced the transfer of 139 industrial units confiscated as part of anti-corruption efforts to public institutions. This initiative follows definitive judicial decisions and aims to revitalize these sectors and maintain employment levels. The transfers were made at market value, ensuring that the units could start operating again effectively.

In addition to industrial units, numerous real estate properties have been allocated to various ministries for administrative use. This includes movable assets such as vehicles, medical equipment, and audiovisual tools, emphasizing the recovery of assets linked to corruption cases.

Jewelry and valuable items seized during investigations have been deposited with the Bank of Algeria, while financial assets and execution guarantees have been redirected to their suitable destinations. These actions align with President Abdelmadjid Tebboune’s directives to transfer properties and ensure their optimal utilization for the national interest.

Regarding state asset protection, Kheddi highlighted a strengthened legal framework enacted in recent years, compelling relevant services to report infringements promptly. This proactive approach has led to the identification of 150 cases of encroachment that have been brought to justice.

A notable advancement includes the digitization efforts by the Ministry of Foreign Affairs. An application has been developed to track state-owned real estate abroad, monitoring financial value, locations, and changes related to these properties. Currently, 300 state properties outside Algeria have been cataloged using this tool.

Kheddi also reported on a roadmap established in 2023 for the digitalization of services, enabling access to digital information through various applications and data collection techniques. The merger of land domain services, the cadastre, and land conservation has culminated in a unified database comprising over 27 million digitized documents across 217 land conservations nationwide.

Cadastre operations are largely complete in Saharan, steppe, and rural areas, with urban zones over 75% finished. Kheddi urged institutions and ministries to expedite the submission of their land data to the Directorate General as part of a comprehensive national asset census, which is set to conclude by the end of 2025 as mandated by the President.

These initiatives reflect Algeria’s commitment to enhancing transparency, optimizing resource use, and ensuring accountability in managing national assets.
