Summary of the Auto-Entrepreneur Initiative in Algeria
As of January 2024, over 30,000 individuals have obtained the auto-entrepreneur card in Algeria, marking a significant step towards integrating more young people into the formal economy. This announcement was made by the Minister of Knowledge Economy, Startups, and Micro-Enterprises, Mr. Noureddine Ouadah, during the opening of the first National Auto-Entrepreneur Fair held at the "Moufdi Zakaria" Cultural Palace in Algiers. The event, under the high patronage of President Abdelmadjid Tebboune, gathered several notable ministers, including those responsible for labor, youth, and vocational training.
Minister Ouadah emphasized that the growth in auto-entrepreneurs signifies a shift in mentality and operational practices within Algeria’s economic landscape, contributing to the digitization of the economy. The introduction of a digital platform by the National Agency for Auto-Entrepreneurs (ANAE) has facilitated the registration process for individuals in professional occupations to obtain the auto-entrepreneur card, which provides various benefits outlined in law No. 22-23 of December 18, 2022.
Additionally, the Minister launched the National Auto-Entrepreneur Guide, a resource available on the ANAE platform that summarizes the economic, legal, and procedural aspects of the auto-entrepreneur system.
The National Auto-Entrepreneur Fair aims to enhance visibility for skilled individuals actively contributing to Algeria’s economic transformation. The event’s program includes exhibitions, networking opportunities, business meetings, and training sessions. As officials toured the fair, they explored various innovative digital projects and services, collecting feedback and suggestions from auto-entrepreneurs to leverage practical solutions for the professional field.
The fair also featured interactive networking spaces that connected auto-entrepreneurs with public and private businesses searching for reliable skills. Specialized sessions covering sectors like information technology and design led to fruitful partnership opportunities and initial contract agreements.
In an unprecedented initiative, the ANAE offered a digital space for instant registration, enabling eligible individuals to receive their auto-entrepreneur cards in under ten minutes. Moreover, the fair showcased a virtual display of the "Ghaza Talent" initiative from Palestine, underscoring Algeria’s ongoing support for legitimate causes.
The auto-entrepreneur card is designated for individuals working independently in eligible economic activities with a revenue cap of 5 million Algerian Dinars (DA). Should an individual’s revenue exceed this limit for three consecutive years, they would lose their auto-entrepreneur status. Eligible activities span seven sectors, including consulting, digital services, personal services, leisure, and cultural and communication services. However, regulated professions like medicine and law, as well as artisan trades, are notably excluded.
This status grants numerous advantages, such as exemptions from needing a business premises and registering with the commercial register, the option to open a bank account, and a preferential tax regime. The unique flat tax rate of 0.5% on revenue, introduced in the 2024 finance law, is an additional benefit, along with access to social security coverage.
The initiative indicates a move towards a more dynamic and inclusive economy, fostering opportunities for young Algerians, encouraging entrepreneurship, and integrating various professional sectors into the formal economy.
