A mission commissioned by the Ministry of Justice has recommended an « exceptional sentence reduction » for all inmates due to a crisis-like prison overcrowding, with 82,921 inmates for only 62,358 places. The report emphasizes this as an « emergency » situation and suggests legislative action to ensure quick implementation. Inspired by measures taken during the COVID-19 lockdown, it proposes setting limits on which offenses can qualify for this reduction. Concerns over public perceptions of lenient justice hinder political action, despite evidence of longer prison sentences. The Ministry of Justice plans to address the report publicly soon.
