On Thursday in Algiers, Mohamed Tarek Belaribi, the Minister of Housing, Urban Planning, and the City, announced the revival of nineteen housing projects under the Assisted Promotional Housing (LPA) scheme. This announcement was made during a plenary session of the People’s National Assembly (APN), presided over by Rachid Zine, the Vice President of the lower chamber of Parliament, alongside other government officials, including the Minister of Relations with Parliament, Kaouter Krikou.

Belaribi explained that the decision to engage the Public Contracts Guarantee Fund (CGMP) was taken to reactivate stalled LPA projects. The first operation focused on these nineteen projects, located in various provinces (wilayas), with the goal of completing them without imposing additional financial burdens on the beneficiaries.

Many of these LPA projects, previously known as participatory social housing, had faced significant delays, with construction halted for years despite the contributors having made their payments. The reliance on CGMP highlights the government’s commitment to overcoming these obstacles.

Among the initiatives is a notable project involving 650 housing units in El Berka Zerga, Annaba, which has been in limbo since 2013. The government has allocated nearly one billion DZD for its resumption.

In addressing the living conditions, Belaribi acknowledged citizens residing in cramped public rental housing, typically not exceeding 50 square meters (F2). He affirmed their rights to alternative housing solutions. Local authorities can enroll these residents in lists for public rental housing requests, allowing them access to larger accommodations, such as three or four-room units (F3 or F4).

The session also allowed APN deputies to raise questions, providing Belaribi an opportunity to discuss ongoing housing programs in Tipaza, El Bayadh, Relizane, and Bordj Bou Arréridj, as well as potential upcoming projects.

Overall, this initiative represents the government’s proactive approach to address housing shortages and improve living conditions in Algeria, signaling a commitment to resolve the longstanding issues plaguing the LPA program.
