Your Excellency, President Julius Maada Bio, esteemed ladies and gentlemen,

I would like to express my deep gratitude to President Bio for hosting this high-level African forum, crucial for enhancing South-South cooperation and promoting triangular partnerships for sustainable development. I also extend my thanks to the African Peer Review Mechanism Secretariat and the African Union for organizing this significant event, which aims to realize our shared commitment to the African Union’s Agenda 2063 and the Sustainable Development Goals (SDGs) in a rapidly changing world.

Cooperation as a Catalyst for Development

Believing in the virtues of South-South cooperation as a catalyst for peace, common prosperity, and sustainable development, Algeria has made this cooperation a cornerstone of its foreign policy. Algeria champions a multipolar world built on solidarity, cooperation, and respect for state sovereignty, advocating for the world’s right to self-determination.

Algeria is committed to contributing to international efforts aimed at promoting South-South cooperation within multilateral platforms. We have been at the forefront of initiatives advocating for a new economic order based on justice and developmental rights. To this end, we have established the Algerian Agency for International Cooperation and revised our legal framework to facilitate partnerships, stimulate investment, create jobs, and enhance economic links among Southern countries.

Our national development strategy includes South-South cooperation, with ongoing support for countries facing economic challenges. Algeria employs a comprehensive approach that promotes dialogue and positive communication, actively participating in multilateral actions dedicated to South-South cooperation, such as the G77 + China and the Non-Aligned Movement.

Addressing Global Challenges Together

Algeria urges an expansion of South-South cooperation to address several global challenges, including climate change, migration, energy security, food and water security, and artificial intelligence. Our economic collaboration in finance, trade, investment, and technology can mitigate the inequalities present in the global economic landscape.

Commitment to Good Governance

Algeria’s presidency of the Forum of African Heads of State and Government under the African Peer Review Mechanism underscores our commitment to promoting good governance and contributing to continent-wide efforts for peace, stability, and prosperity. In 2017, the mandate of the African Peer Review Mechanism expanded, incorporating the monitoring and evaluation of the African Union’s Agenda 2063 and the 2030 Development Agenda, marking a significant turning point in addressing governance and development comprehensively.

Through over 30 national and targeted reviews, the Mechanism has provided practical recommendations under African leadership, focusing on political and economic governance and institutional capacity building. The Mechanism exemplifies South-South cooperation principles and reflects Africa’s collective ambition to strengthen democratic practices and the rule of law.

Algeria is dedicated to enhancing coordination between African Union bodies and development agencies to implement the Mechanism’s recommendations, launching initiatives like the Continental Governance Program and a proposed African Credit Rating Agency—both pivotal to advancing our South-South cooperation efforts.

Engaging in Regional Cooperation Projects

As a founding member of the New Partnership for Africa’s Development (NEPAD), Algeria actively engages in regional cooperation projects focused on human development, agriculture, energy trade, and technology transfer. This includes completing the portion of the Trans-Saharan Highway on Algerian soil, which will connect Algeria to Lagos, and progressing on the road from Tindouf to Zouerate in Mauritania that promises to enhance bilateral relations and regional integration.

The trans-Saharan gas project is also advancing in feasibility studies, offering significant potential for transit countries and the broader region by encouraging economic integration, attracting investments, improving living conditions, and preserving the environment. Furthermore, Algeria is working to extend its optical fiber network to border areas with Niger and Mauritania, aiming to bridge the digital divide and enhance access to modern technologies.

In terms of commercial cooperation, Algeria will host the 2025 Intra-African Trade Fair, highlighting opportunities for African entrepreneurs and businesspeople to explore partnerships and investments within the framework of continental economic integration.

Conclusion

Algeria’s steadfast commitment to African solidarity and strengthening South-South cooperation remains unwavering. We are determined to elevate regional, African, and international cooperation to achieve tangible results and mutually beneficial experiences. Let’s seize these opportunities not only to reinforce South-South collaboration but also to establish a comprehensive development model that positions Africa as an active partner in forging a fairer global order.
