Summary of Finance Minister’s Announcement in Algeria

On Thursday in Algiers, Finance Minister Abdelkrim Bouzred announced significant advancements in the digitization of the tax sector, with expectations of completion within the next two years. This initiative aims to enable citizens to fulfill their tax obligations online, enhancing accessibility and streamlining processes.

Minister Bouzred made his remarks during a plenary session addressing oral questions at the National People’s Assembly (APN). The session was presided over by APN Vice President Zouhaier Nasri and attended by several government members, including Minister of Relations with Parliament, Kaouter Krikou. In his speech, Bouzred emphasized a forward-looking vision for the finance sector that prioritizes digital solutions for tax services.

Addressing queries about the establishment of local tax centers in Jijel province, Bouzred acknowledged that the current scarcity of such facilities represents a temporary issue. He assured that his ministry is ready to explore the creation of additional centers to alleviate the pressure experienced by citizens, including potential consolidation of local and provincial centers to expedite case processing.

In his discussion on taxation, Bouzred noted the government’s commitment to supporting retirees by offering a reduced rate of the global income tax (IRG) for those receiving pensions below 42,000 DA. Furthermore, retirees with a pension under 30,000 DA are completely exempt from this tax, mirroring treatment given to all income earners in that category. However, he clarified that there are no plans for a blanket exemption of all retirees from the IRG since such a measure would undermine the principle of equality among citizens and adversely affect the state’s budget.

The Minister also mentioned ongoing efforts by the government to adapt to socio-economic changes and to support citizens’ purchasing power and price stability, which positively influence retirees’ financial conditions.

In response to questions regarding road expansion projects in Naâma province, Bouzred expressed willingness from his department to address the improvements needed at high-accident "black spots." He noted that his ministry had recently partnered with the Ministry of Public Works to form a joint task force dedicated to tackling such concerns through effective and efficient solutions that do not require substantial financial resources.

Overall, Bouzred’s statements reflect a concerted effort by the Algerian government to modernize financial services, prioritize citizen welfare, particularly for retirees, and enhance infrastructure for safer transportation.

This transition towards digitization in tax services, along with social support for vulnerable populations, underscores Algeria’s commitment to improving public administration and addressing the needs of its citizens efficiently.
