Notably, a reevaluation of the rental values for these properties—tailored to different regional contexts—has resulted in a substantial revenue increase of 43% from 2022 to 2024.

Furthermore, the minister emphasized the various incentives available for wakf properties, including customs and tax exemptions, as well as additional measures found in investment laws aimed at stimulating their development. Belmehdi noted that digitization is a critical focal point for the ministry, in alignment with President Abdelmadjid Tebboune’s directives aimed at promoting transparency across sectors. The ministry is actively working towards this digital transformation in collaboration with other government sectors.

Responding to concerns raised by assembly members, Belmehdi clarified that the management of zaouïas (Islamic theological schools and communities) is governed by a separate law concerning associations rather than the wakf law. He acknowledged the significant role zaouïas have played in Algeria’s history, especially in the fight against colonialism and the preservation of national identity.

Additionally, the minister revealed that a census of wakf properties owned by Algerians abroad has been initiated, with the new legislative proposal intended to expand this endeavor. Guarantees for the protection of wakf assets were also highlighted, with the minister asserting that the new law will enhance protective measures through penalties for violations and give authorized agents the power to enforce regulations effectively.

Belmehdi’s comprehensive overview encapsulates the government’s commitment to revitalizing the wakf sector in Algeria—through legislative measures, enhanced management, and increased transparency—ultimately aiming to leverage these properties for social and economic development while safeguarding their integrity for future generations.
